Regional WOAI Client Career Readiness, Staff Professional Development and Consultant Services

The Monterey County Workforce Development Board in Salinas, California, is seeking a vendor to provide regional Workforce Innovation and Opportunity Act client career readiness, staff professional development, and consultant services. The agency needs to solve the challenge of equipping local job seekers and workforce staff with modern skills while ensuring strict compliance with federal workforce policies. This initiative aims to enhance the employability of adult, dislocated worker, and youth clients while elevating the professional capabilities of the agency's internal workforce staff. The scope of work covers three distinct areas of service delivered over a one-year contract period. For client career readiness, the selected vendor must deliver in-person workshops and online trainings focused on cloud platforms, digital literacy, and emotional intelligence. Staff professional development requires the vendor to provide in-person and online opportunities for workforce staff to obtain relevant certifications in business services strategies and career coaching. The consultant and contractor services scope encompasses technical assistance for policy development and implementation, fiscal and program compliance monitoring, and eligible training provider list management. Additionally, the agency requires support for labor market information, economic and workforce research, administrative hearing officer services, translation, strategic outreach, communications material development, grant writing, and nonprofit fund development. Eligibility is restricted to onshore organizations based in the United States. The agency permits the performance of the contract work to be conducted offsite.
