Economic and Tourism Development Strategic Plan Services

The issuing agency is seeking a vendor to provide economic and tourism development strategic plan services. The agency works alongside an appointed commission of business owners and leaders to strengthen the local economy, support business growth, promote workforce development, and foster sustainable tourism. This project aims to establish a clear mission and shared vision to attract new investment, assist existing businesses, and promote the county as a vibrant place to live, work, and visit. The scope of work requires identifying and assessing lodging, amenities, wayfinding, recreation, visitor services, and high-value visitor groups using data and stakeholder engagement. The selected vendor must conduct comprehensive stakeholder engagement sessions with county commissioners, businesses, community leaders, partner agencies, and county department leadership. The final deliverable must be an action-oriented plan containing specific, realistic, and actionable recommendations organized into short-term strategies of one to two years and medium-term strategies of three to five years. The strategic plan must include targeted strategies for business attraction and competitiveness, business retention and expansion, entrepreneurship, small business development, workforce development, and tourism development. Eligibility is restricted to onshore organizations based in the United States, and the performance of the work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. All questions regarding this opportunity must be submitted no later than July 16, 2026.
