Facilities Master Plan Develop Service

The Town of Elizabeth, Colorado, is seeking consulting firms to develop a comprehensive facilities master plan. The agency needs to evaluate current municipal facilities, forecast future space and operational needs, and assess facility conditions. Through this project, the town aims to obtain strategic recommendations for the use, improvement, expansion, consolidation, replacement, and development of town facilities over a twenty-year planning horizon. The scope of work covers existing conditions and facility condition assessments, demand and needs analysis, space programming, and alternatives analysis. The selected consultant must also deliver a capital improvement plan, an implementation strategy, workflow efficiency analyses, and a GIS-based facility inventory if applicable. Additionally, the project requires a stakeholder engagement strategy, a refined work plan and schedule, and a space demand analysis that accounts for population growth projections, public meeting space needs, and community development. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be completed offsite. Bidders must submit their responses digitally via email or online, and the town is currently looking for proposals to determine the budget. The agency has set a deadline for all questions, which must be submitted no later than July 14, 2026. The evaluation of proposals will be based on the submitted master plan development methodologies and qualifications.
