Street Outreach Program Service

The county is seeking a vendor to provide a street outreach program to deliver direct intervention for individuals using opioids and other drugs. This initiative aims to reduce overdoses and fatalities through a community-based approach focused on reducing the harm associated with drug use, particularly in public spaces. The designated problem is the prevalence of drug overdoses and fatalities within the county. The scope of work covers a comprehensive plan to address overdoses through street outreach, harm reduction, and supportive services. The selected vendor must provide harm reduction education to community members, facilitate syringe exchange access, and link individuals to medication for opioid use disorder services. Additionally, the work includes distributing naloxone, maintaining community naloxone boxes, providing defined case management services, and transporting individuals to intake or admission appointments as needed. Eligible bidders must be onshore organizations based in the United States. The county requires the performance of all work to be conducted offsite. Bidders may submit their proposals digitally via email or through an online portal. The county is looking for proposals to determine the budget for this initiative. The contract period will span one year. Bidders must submit all questions regarding this opportunity no later than July 21, 2026.
