Secure Document Handling and Destruction Service

The City of Detroit, Michigan is seeking a vendor to provide secure document handling and destruction services at a secure offsite facility. The agency needs to manage and destroy paper documents containing highly sensitive data, including CJIS, HIPAA, IRS, PCI, and other protected information. These documents are currently stored across various departmental buildings throughout the city, as well as at an enterprise records center that meets federal requirements. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The scope of work requires all document handling and destruction performance to take place offsite at the vendor's secure facility. Proposals and responses must be submitted digitally, either via email or through the designated online portal. The agency is requesting budget proposals from bidders to determine the cost of the contract. All questions regarding this procurement must be submitted no later than July 7, 2026. The evaluation will be based on the submitted proposals that address these secure handling and offsite destruction requirements.
