State Lobbying Services

The City of Charlotte, North Carolina is seeking a vendor to provide state lobbying services to enhance the city's position with the executive and legislative branches of the state government. The selected vendor must establish and maintain working relationships with state government branches to support the city regarding financial assistance, regulatory procedures, legislation, budget authorizations, and appropriations. The scope of work requires developing and sustaining relationships with the leadership of both the majority and minority parties in each chamber of the general assembly, as well as with the city's state delegation. The selected vendor must collaborate with city leadership and designated government relations staff to review proposed items and prepare a final state legislative agenda. Additionally, the vendor must actively monitor and analyze proposed executive branch rules, regulations, executive orders, legislation, and other state developments to advise the city on items affecting its policies and programs. The vendor must also appear on behalf of the city in formal or informal legislative or executive branch settings when requested. The agency requires all performance of the work to be conducted onsite. Eligibility is restricted to onshore vendors located within the United States. The agency is looking for budget proposals for a contract period that will last for one year. Bidders may submit responses digitally via email or online. The agency will host a non-mandatory pre-bid meeting on July 15, 2026. Bidders must submit all questions regarding this opportunity no later than July 09, 2026.
