Organizational Assessment Service

The government authority located in Portland, Oregon is seeking a vendor to conduct an organizational assessment aimed at identifying and improving systematic vulnerabilities and establishing accountability. The project covers an assessment of the organizational structure, the leadership and management model, and the relationship of those structures to the agency. The agency also requires a focused review of its financial forecasting, budget development, and reconciliation processes and practices. The selected consultant must routinely share knowledge and insights with the agency to integrate learning from ongoing operational efforts around issues such as occupancy and community safety, as well as the agency's fiscal year 2027 budget development process. The agency requires a final report that includes phased recommendations with short, medium, and long-term implementation strategies. All performance of the work must take place onsite at the agency's location. Only onshore organizations based in the United States are eligible to bid on this opportunity.
