Unified Development Ordinance Consultant Services

The City of Clemson, South Carolina, is seeking professional planning and multidisciplinary consulting firms to create a Unified Development Ordinance. The agency needs to translate the policy direction, goals, and strategies established in its Comprehensive Plan and existing ordinances into a clear, modern, defensive, and administratively effective development tool. This project aims to address unique growth pressures, distinct development patterns associated with a prominent university community, and evolving housing needs. The scope of work covers project initiation, code diagnosis, a zoning audit, and an applicability analysis. The selected partner will also provide public review, refinement, adoption support, digital optimization, and testing. Performance of the work can occur either onsite or offsite. Eligible bidders must be onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 15, 2026.
