Housing and Treatment services

The Minnesota Department of Human Services, located in Vadnais Heights, Minnesota, is seeking vendors to provide housing and treatment services for civilly committed sex offenders. The agency is trying to secure residential community placements and sex offender-specific treatment to meet the continuum of needs for this diverse population. Bidders may propose to provide housing, treatment, or both of these services. The scope of work covers residential facility types located throughout the state of Minnesota to house civilly committed sex offenders. Additionally, the agency requires sex offender-specific treatment services for civilly committed individuals who are living outside of state-run treatment facilities. The performance of all contracted work will take place offsite at the vendor facilities. Only organizations based in the United States are eligible to submit proposals for this opportunity. The agency is looking for budget proposals from bidders to determine the cost of these services, as no set budget is provided in the solicitation. Bidders must submit all questions regarding this opportunity no later than July 22, 2026.
