Economic Development Specialist Services

The Torrance County government authority in Estancia, New Mexico is seeking an economic development specialist to provide strategic leadership, management, organization, direction, and supervision for all operations and activities of the agency's economic development program. The selected specialist will assume responsibility for developing, implementing, and managing economic programs within Torrance. The agency requires an individual who possesses strong organizational skills, attention to detail, the ability to work independently and as a team, and the capacity to multi-task and prioritize in a fast-paced setting. The scope of work requires the specialist to work closely with other components of the economic development department, the grant program, and various other agency departments. The agency will allow the selected provider to perform all work offsite. The contract period for these services will span three years. Eligibility for this opportunity is restricted to onshore United States organizations only. The agency is currently looking for proposals to determine the budget and cost structure for these services. Bidders must submit all questions regarding this opportunity no later than July 19, 2026.
