Boulder County in Colorado is seeking a vendor to provide Community Development Block Grant Disaster Recovery mobile home replacement program services. The county needs to assist homeowners by replacing damaged mobile homes with new manufactured homes. The selected vendor will manage the entire replacement process, which begins with conducting site visits and feasibility assessments. The scope of work requires the vendor to obtain or subcontract specialized environmental services, including asbestos inspections and radon testing or mitigation when required. The vendor must provide brochures, product information, and cost estimates to the county. Coordination is a key component of this project, requiring ongoing communication with homeowners, mobile home park management, and Boulder County staff. The vendor must obtain all required permits and approvals and coordinate utility disconnects and reconnects. The physical work covers demolishing and removing existing mobile homes, preparing building pads and grading, and installing foundations, piers, and anchoring systems. The vendor will then transport and install the replacement manufactured homes. The installation process includes connecting electrical, water, sewer, gas, and other utilities. The vendor must complete all finish work necessary for occupancy, install accessibility features when required, and coordinate final inspections. To finalize each project, the vendor must address punch list items, provide warranty documentation, and deliver owner orientation materials. Eligibility is restricted to onshore entities within the United States. The performance of all contracted work must take place onsite in Colorado.
