Youth Intervention and Support Services

The City of Alameda, California is seeking a contractor to provide youth intervention and support services for youth referred through a police alternative-to-citation process. The agency requires on-site clinicians and support staff to deliver these services. The selected contractor must provide and maintain a welcoming youth and family lounge equipped with television, games, food, creative activities, and other engagement supports. The scope of work includes performing Medi-Cal claiming for eligible services in compliance with all applicable requirements. The contractor must facilitate warm handoffs to community youth service providers offering therapy, diversion, restorative justice, life skills support, community resources, health care, child welfare supports, and advocacy programs. The agency expects the performance of this work to occur offsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for budget proposals to cover a contract period of three years. A non-mandatory pre-bid meeting will take place on July 9, 2026, and bidders must submit all questions no later than July 10, 2026.
