Administration and Oversight of the City Grants Services

The City of Hot Springs, Arkansas, is seeking a qualified vendor to provide comprehensive administration and oversight of the city grants services. The agency requires professional assistance to manage the interpretation and application of federal regulations affecting its grant programs. This initiative aims to ensure strict compliance, efficient financial management, and successful project execution across all municipal grant activities. The scope of work covers financial management tasks including budgeting, expenditure tracking, and reconciliation of accounts with City Finance staff. The selected partner must utilize Euna Grants software to research grant opportunities, manage sub-recipient applications and reporting, and account for grants. Additional responsibilities include providing technical assistance and compliance monitoring for sub-recipients, contractors, and City departments. The agency requires the vendor to prepare legal notices, press releases, City Board action requests, quotes, bids, contracts, and grant agreements. The partner must also prepare and submit reports and forms required by granting agencies, determine and document activity eligibility, and monitor projects to ensure reasonable progress. Finally, the scope includes maintaining project files, beneficiary eligibility records, and other compliance documentation. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected vendor must perform all work offsite at their own office premises.
