Paper to Digital Records Scanning Services

The agency is seeking records scanning services to convert paper drawings and documents into a digital format. This initiative aims to electronically record, index, and archive approximately 700,000 documents, including 3,350 Bureau of Forestry folders and 3,525 Bureau of State Parks folders. The project covers scanning at a resolution of 300 DPI, with color documents scanned in color and black and white documents scanned in black and white. The scope of work includes preparing, scanning, indexing, and archiving all documents. Scanned images must be in PDF/A file format and automatically enhanced using scanning software, with bad images flagged for rescanning and index fields checked for errors. The scanning contractor will perform this work offsite at their own office premises. Eligibility for this opportunity is restricted to onshore organizations only, meaning the proposing entity must be a USA organization. A mandatory pre-bid conference is scheduled for July 29, 2026.
