School Energy Efficiency Development Grant Program Technical Monitor Services

The New Hampshire Department of Energy is seeking technical monitor services for the School Energy Efficiency Development (SEED) Grant Program. This program supports schools in small communities with energy efficiency projects and building upgrades. The agency is looking for qualified professionals to provide technical monitoring related to these projects. The scope of work includes performing periodic inspections for quality control, program compliance, and observing worker health and safety. The selected professional will assist the Department in ensuring SEED Grant Program regulations are followed, verifying that work orders include appropriate measures, and confirming installed measures are allowed, effective, of good quality, and align with the work plan. The performance of the work will be conducted offsite. Eligibility is restricted to onshore organizations within the USA. Proposals must not exceed a total cost of $9,000 per project, with a maximum funding amount of $9,000 per project. The Department intends to award at least two grants, with only one proposer receiving an award. Projects funded by SEED must be completed by March 31, 2028. The release date for this Request for Proposals (RFP) was July 17, 2026. All written inquiries must be submitted no later than July 31, 2026. The proposal deadline is September 15, 2026, at 12:00 p.m. EST (Noon).
