The City of Fullerton is seeking proposals to provide a comprehensive municipal insurance program beginning July 1, 2027. The program must include general liability, auto liability, workers' compensation, and property coverage. The agency is conducting a competitive evaluation of the JPA market and aims to award one professional services agreement. The scope of services includes providing the aforementioned insurance coverages. Proposals must be submitted no later than 4:00 PM PST on Friday, September 11, 2026, via the City's eProcurement portal, OpenGov. The contract period will be for three years. Eligibility is limited to California Joint Power Authorities and other relevant insurance carriers. Performance of the work will be offsite. All questions must be submitted no later than July 31, 2026, and a non-mandatory pre-bid meeting will be held on July 24, 2026. Proposals will be evaluated on the overall best value to the City, considering the firm's qualifications and experience, ability to perform the scope of services and implementation plan, and cost proposal. The City will be the sole judge of qualifications and services. The agency is looking for proposals and has not disclosed a specific budget.
