Comprehensive Child Welfare Information System

The agency is seeking a Comprehensive Child Welfare Information System (CCWIS) to replace existing child welfare components. The solution must reduce administrative burden, improve data quality, and facilitate exchanges with partner systems while respecting tribal sovereignty and local practice variations. Key features include flexible workflow configuration, a modern mobile-responsive user experience, secure role-based access, bidirectional data exchanges, strong data quality and reporting, and a scalable cloud-based architecture. The system should allow authorized users to remotely create case note drafts with contextual information and support voice-to-text entry, and provide built-in reporting and dashboards, including support for Special Studies reporting. All questions regarding this solicitation must be submitted no later than August 14, 2026. Eligibility is restricted to Onshore (USA Organization Only) entities. The performance of the work will be Offsite. Responses can be submitted digitally via Email or Online. The agency is looking for proposals. Responders must certify the truthfulness and accuracy of their submission, that the proposal was arrived at independently without collusion, and disclose any organizational conflicts of interest. For contracts over $100,000, certification regarding lobbying is required. Responders must also address exceptions to the State's terms and conditions by completing Attachment B. Additionally, businesses must complete the Workforce and Equal Pay Declaration form, attesting to their status regarding Workforce and Equal Pay Certificates or exemption.
