Safe Streets Grant Program Consultant Service

The government authority in Whitehouse, Texas, seeks consultant services to prepare a citywide safety action plan. The plan must follow the safe system approach, address all roadway users, and support future implementation funding. The scope includes project initiation, management, schedule control, quality assurance, grant coordination, and the development of a practical planning structure with measurable safety targets. The consultant will review existing plans and data, conduct crash and roadway safety analysis, assess policies and practices affecting safety, and identify and prioritize evidence-based strategies. The plan will include planning-level costs, implementation responsibilities, potential funding sources, phasing, schedules, and performance measures.
