The buyer requires a vendor to provide strategic and technical professional services for the prison service. The vendor must deliver programme design, planning, site master planning, project definition, output specifications, condition assessments, and service assessments. Additional responsibilities encompass project and programme management, lifecycle guidance, project reviews, estate planning, investment prioritisation, and enhancing internal capital planning structures.
