Message Switch System Replacement Service

The buyer requires a vendor to design, configure, implement, and support a complete replacement for its legacy Message Switch System (MSS), a mission-critical public safety platform. The vendor must provide all labor, professional services, software, licensing, integration, testing, documentation, training, project management, maintenance, and technical support to deliver a fully operational system. Specific tasks include migrating existing configurations, routing rules, interfaces, and required data, as well as executing a cutover plan that minimizes operational disruption. The preferred solution is a cloud-native Software-as-a-Service or hybrid cloud architecture supporting elastic scalability, modern identity management with multi-factor authentication, and secure standards-based API integrations. Eligibility restricts participation to USA organizations, and the work performance will occur offsite.
