Fixed-Based Operators (FBO) Service

The City of Santa Barbara seeks Statements of Qualifications from experienced Fixed-Based Operators to manage general aviation services on the East Site of the Santa Barbara Municipal Airport. The requested scope includes retail fuel and oil sales including airline fueling, aircraft maintenance and repair, aircraft storage, ground transportation, customer parking, car rentals, and aviation line services. Only onshore USA organizations qualify for this opportunity, and performance of the offsite work occurs in Santa Barbara, California. The buyer seeks proposals for the budget and outlines key dates in the schedule of events. The bid start date and RFQ issuance occur on August 24, 2026.
