The government authority located in Salem, Oregon requires a vendor to provide a comprehensive transportation system plan that reduces greenhouse gas emissions, promotes safety, and creates a more equitable multimodal network. The requested scope includes addressing roadway, bicycle, pedestrian, transit, air, and rail networks, establishing project lists and funding strategies, and developing goals, policies, and implementing regulations that align with local and statewide planning rules.
