Bidders must be onshore USA organizations and perform work onsite. Bidders must submit bids on the provided Bid Submittal Form inside a sealed, opaque envelope marked with the bid number, date, and bidder details. The buyer accepts mailed or hand-delivered sealed bids, as well as digital submissions via email or online. Bids are due by September 11, 2026, at 9:00 a.m. Central Daylight Time, with bid opening scheduled at that time.
