Targeted Outreach and Engagement Program Services

The buyer requires a vendor to provide Targeted Outreach and Engagement Program services for individuals experiencing unsheltered homelessness. The requested scope includes establishing trust and rapport through trauma-informed, harm-reduction, motivational interviewing, and housing-first practices. Additionally, the selected vendor must complete participant-centered assessments, develop individualized service and housing plans, and provide proactive case management, service coordination, benefits linkage, document readiness assistance, and housing navigation. The vendor must also provide or arrange allowable transportation to support appointments, shelter entry, housing placement, reunification, and approved services. Eligible vendors must be an onshore, USA organization. The buyer expects offsite work performance and accepts digital proposal submissions via email or online. The buyer is looking for proposals to determine the budget. Bidders must submit all questions no later than September 8, 2026.
