Strategic Plan Consultant Services

The buyer requires a consultant to provide strategic plan consultant services for a one-year contract period. The consultant must evaluate relevant District materials, review the agency's existing mission, vision, core values, and high-level goals, and evaluate and recommend an appropriate strategic-plan structure. The consultant must develop a plan that includes clear vision, mission, and core values, defined strategic priorities, major strategies, and performance measures. Additionally, the consultant must build an implementation and performance management framework that translates the strategic plan into an ongoing management tool. The buyer restricts eligibility to onshore USA vendors only, and the consultant will perform the work offsite. The buyer seeks proposals for the project budget. Interested vendors must attend a pre-bid meeting on September 14, 2026, and submit all questions no later than September 16, 2026.
