Circuit Rider Program Service

The buyer requires a vendor to deliver a circuit rider program service in Hawaii to provide hands-on technical assistance for small public water system operators and managers. The requested scope includes direct assistance, program administration and accessibility, program maintenance and marketing, quantifiable effectiveness and evaluation metrics, sharing relevant certified water operator standards, and coordinating with resource agencies to execute action plans. These services aim to improve operators' and managers' technical, managerial, and financial capacities to help water systems solve problems, maintain compliance, and self-manage issues. Vendors will perform the work offsite. The buyer limits eligibility to USA onshore organizations only. Vendors must submit a proposal containing their pricing, as the buyer is looking for proposals to establish the budget. Vendors had to submit all questions no later than September 4, 2026.
