Economic Development Strategic Planning Services

The buyer requires a vendor to deliver economic development strategic planning services over a one-year contract period. The selected vendor manages the project from initiation, confirms objectives, and implements an inclusive community engagement process with leadership, staff, regional partners, businesses, educational institutions, residents, and other stakeholders. Using research and engagement findings, the vendor establishes a clear vision, guiding principles, and focused priorities. The scope includes developing citywide and place-based strategies, alongside a phased five-year implementation and performance framework that details lead entities, partners, sequencing, resources, timing, and progress measures. Finally, the vendor drafts a concise, accessible, and implementation-ready plan using clear language and visuals. Eligible vendors must perform the work onshore within the USA, and performance takes place offsite. The buyer is looking for proposals regarding the budget. Vendors must submit all questions no later than September 22, 2026.
