Hospital Preparedness Program, Medical Response and Surge Exercise Services

The buyer, a government authority located in St. Louis, Missouri, requires a consultant or consulting team to plan, design, facilitate, evaluate, and document its annual Hospital Preparedness Program Medical Response and Surge Exercise. The buyer seeks proposals and restricts eligibility to USA onshore organizations. Performance of the work will occur offsite. The selected vendor must develop an exercise management approach supporting up to 100 participants across multiple disciplines and organizations. Additional required scope includes identifying disaster-impacted communities, relevant partnerships, and tested actions. The contractor must develop exercise designs, sequences of events, injects, communication approaches, evaluation methods, safety considerations, and contingency plans. During the exercise, the vendor observes and documents activation, notifications, information sharing, resource coordination, and patient tracking. The vendor must reconcile and enter all exercise data into a working data-collection tool prior to the After-Action Review. Vendors must submit all questions by September 24, 2026.
