ISP Cyber Range (JFHQ-C) Assessment Event

The Cyber Fusion Innovation Center, alongside Army Cyber Command and the Army Cyber Technology and Innovation Center, seeks proposals for an advanced, scalable, high-fidelity Internet Service Provider Cyber Range. The buyer requires a contractor to deliver a hybrid ISP network range that safely emulates adversary carrier-grade attack surfaces, models realistic load using high-speed traffic generators, and provides robust telemetry and observability. Place of performance is Augusta, Georgia. Participation is restricted to United States citizens only. Interested vendors must submit a whitepaper, including a cost estimate and optional qualifications appendix, through the Vulcan platform no later than October 13, 2026, at 11:59 p.m. Eastern Time. Questions can be submitted via an online form until September 24, 2026, at 11:59 p.m. Eastern Time, followed by a virtual response session on October 5, 2026. The Assessment Team will evaluate whitepapers based on technical merit, schedule, price, and vendor support, with down-selected candidates invited to present virtual demonstrations from December 1, 2026, to December 3, 2026. Favorably evaluated solutions may receive non-FAR or FAR-based agreements, with anticipated award selection on or about December 10, 2026, and potential follow-on production awards.
