RFI for Remote Order and Payment Services

The buyer seeks an onshore USA organization to provide remote order and payment services for eligible state vital records. The required scope includes customer order intake, online payment processing, order and identity validation, secure transmission of order details to the Division of Vital Records (DVR), expedited ordering and shipping options, and integration with DVR's operational processing environment. The vendor must deliver secure, seamless, and accessible services through an integrated, automated environment while maintaining the confidentiality of sensitive personal information. The vendor will perform all work offsite. The buyer is seeking proposals to determine the budget and requires all questions to be submitted no later than September 18, 2026.
