National Forestry and Agroforestry Strategy Service

The buyer requires a comprehensive national forestry and agroforestry strategy service for Rwanda. The selected vendor must review existing policies, laws, regulations, and institutional frameworks, assessing implementation achievements, gaps, lessons learned, and emerging priorities. The requested scope includes conducting a situational analysis of the forestry and agroforestry sectors, assessing relevant national, regional, and international trends, and developing a national strategy with a vision, mission, objectives, priority interventions, and an implementation framework. Additionally, the vendor must create a costed implementation and investment plan. The buyer limits eligibility to onshore, USA-only organizations, and the vendor will perform the work offsite. The buyer accepts proposals for the budget rather than stating a fixed amount. Interested vendors must submit all questions no later than September 20, 2026.
