Strategic Planning Consultant to Assist with The 2028-2030 Strategic Plan Update Service

The buyer requires a strategic planning consultant to lead a comprehensive update of its three-year strategic plan for 2028–2030. The requested scope includes project initiation and document review, assessment of the prior strategic plan and organizational performance, an environmental scan and housing/community development context, stakeholder engagement, mission, vision, values, and strategic priorities, financial sustainability and resource alignment, and implementation, performance measurement, and accountability. The buyer limits eligibility to USA organizations only. The vendor will perform all work offsite. The buyer seeks proposals to establish the budget. Vendors must submit all questions no later than October 1, 2026.
