Sponsored Research Finance Operations Assessment, Remediation, and Transformation Consulting Services

The buyer requires qualified professional consulting services for sponsored research finance operations assessment, remediation, and transformation. The selected vendor must rebuild and stabilize operations, restore internal controls, recover unbilled and uncollected sponsored revenue, and reduce aged, unreconciled balances. Furthermore, the vendor must bring operations into compliance with agency requirements, Governing Board policy, Uniform Guidance, and audit findings, while establishing sustainable processes, documented procedures, and trained staff. The vendor will deliver a validated assessment of current operations and a prioritized roadmap of corrective actions. Only onshore USA vendors are eligible, and work will occur offsite. The contract period covers one year. The buyer requests proposal budgets and accepts digital submissions via email or online. The evaluation includes a 20-point Project Management & Staffing Plan that assesses project structure, key personnel qualifications, defined roles, realistic staffing plans, and sufficient capacity to support remediation alongside ongoing operations. Vendors must submit all questions no later than September 22, 2026.
