The Maine government authority requires a vendor to provide comprehensive bond counsel services for its agency bond obligations. The buyer needs the vendor to prepare or assist in preparing essential bond documentation, including bond resolutions, bond indentures, tax certificates and agreements, bond counsel opinions, capital reserve fund agreements, preliminary official statements, and official statements. Additionally, the vendor must guide legal procedures and practices in the bond market, assist with structuring and marketing bonds, and collaborate with financial advisors, underwriters, underwriters’ counsel, bond insurers, and bond insurer’s counsel. The buyer restricts eligibility exclusively to onshore USA organizations. The vendor will perform all work offsite. The buyer seeks proposals to determine the budget. Interested bidders must submit all questions no later than October 7, 2026.
