This is a REQUEST FOR INFORMATION (RFI). Place of Performance: The 50 States of the United States of America and U.S. Territories NAICS Code: 236220 - Commercial and Institutional Building Construction The U.S. General Services Administration, Public Buildings Service (GSA PBS) is seeking information regarding the below potential requirement. Firms that are considered either a small business or other than small business under NAICS code 236220 may submit a response to this RFI. This RFI is issued solely for planning purposes. It is not a Request for Proposals, and there is no bid package or solicitation document associated with this RFI. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI are not offers, and cannot be accepted by the Government to form a binding contract. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this RFI will not be returned, and those who respond to this RFI should not anticipate feedback regarding any submission. The Government reserves the right to determine how to proceed as a result of this RFI. GSA PBS seeks comments and suggestions that may be used in planning support of potential requirements. Any information provided to the Government in response to this RFI is strictly voluntary and at no cost to the Government. The information provided in this RFI is subject to change and is not binding on the Government. GSA PBS is contemplating a solicitation for General Construction with Design Build and Construction Manager as Constructor (CMc) capabilities and is seeking information about contractors’ ability to provide timely, cost-effective, and quality general construction services with the optimum geographic coverage for numerous states. The anticipated multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts would service geographic locations within the 50 States of the United States of America and the U.S. Territories. IDIQ contracts would be awarded by pre-established zones. The Government shall endeavor to utilize this contract to the maximum practical extent. However, the Government reserves the right to perform, or have performed by others, any services required, and doing so shall not breach or otherwise violate this contract. These IDIQ contracts would have a period of performance of at least five years, with 1 five-year base period and 5 one-year option periods for a potential 10-year period of performance. GSA PBS anticipates awarding multiple IDIQ contracts (potentially 40-50), and the cumulative maximum ordering limitation (MOL) is currently being determined. The total MOL will be available at award to be utilized over 10 years if all options are exercised. Typical task orders would range from $20,000,000 and up, however task orders could be awarded at amounts under $20,000,000. GSA anticipates that the IDIQ contracts would include the ability for contractor on/off-ramping as-needed during the period of performance. GSA PBS is considering using a self-scoring scorecard to evaluate offerors' technical capabilities, past performance and experience. It is anticipated that offerors would submit one scorecard per proposed zone, up to a maximum of 7 scorecards, and must provide supporting documentation for each claimed point. Following solicitation closing, the Government anticipates validating all claimed scoring elements. It is anticipated that IDIQ contracts will be awarded to the highest technically rated offerors in each zone with fair and reasonable pricing. A sample scorecard is attached to this RFI. Task orders will be competed among all contractors in their primary zone, however the Task Order CO reserves the right to compete a Task Order across multiple Zones; however the primary zone will always be competed . GSA anticipates these IDIQ contracts will provide the capability for other Federal agencies (in addition to GSA) to directly place task orders against the IDIQs.The zones will be as follows: Zones Zone 1 Maryland, Virginia, Washington DC Zone 2 Connecticut, Delaware, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont Zone 3 Alabama, Florida, Georgia, North Carolina, South Carolina, Puerto Rico, U.S. Virgin Islands Zone 4 Illinois, Indiana, Kentucky, Michigan, Ohio, Tennessee, West Virginia, Wisconsin Zone 5 Arkansas, Colorado, Iowa, Kansas, Minnesota, Missouri, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Utah, Wyoming Zone 6 Louisiana, Mississippi, Texas Zone 7 Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Washington, American Samoa, Guam, Northern Marianas, Saipan For the IDIQ price evaluation, GSA anticipates that each offeror will propose a percentage rate to be used as the Profit Rate for each task order proposal. The rate will be applied to the task order summary proposal subtotal. For task order proposals, an offeror may use a profit rate lower than their pre-negotiated profit rate, but not higher. However, for any project for which competition is opened to one or more secondary zones, the pre-negotiated rate is not required for that project, for any offeror under that TO RFP. This rate will remain unchanged throughout the life of the contract, including any extensions, and will apply to the initial task order award and all modifications for projects solicited to only the contractors in the primary zone. The rate which is used in the initial negotiation and award of a task order will continue to be used for all modifications to that task order. The Government anticipates that task orders over the threshold for large-scale construction projects (currently $35 million) would require a Project Labor Agreement (PLA) unless an exception is approved. The Government is considering structuring the IDIQ contracts to provide order-level flexibility for task orders to be placed that are either commercial or non-commercial.
