Strategic Government Relations and Lobbying Services

The buyer requires strategic government relations and lobbying services to support its goals. The requested scope includes strategic advocacy, legislative monitoring, strategic counsel, policy analysis focused on Medicaid and healthcare, relationship management, and representation before state government. Additionally, the selected vendor must handle budget advocacy, coalition participation, grant and funding intelligence, preparation of testimony and briefing materials, executive and board briefings, and quarterly strategic planning sessions. All work will occur offsite. To remain eligible, bidders must be an onshore, USA-only organization. The buyer seeks proposal submissions for its budget and accepts digital submissions via email or online. Bidders must submit all questions no later than September 30, 2026.
