SOURCES SOUGHT Heavy Equipment Maintenance & Inspections – PEACE VANGUARD NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this Sources Sought or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this Sources Sought or the Government's use of such information. No contract will be awarded from this announcement. Availability of any formal solicitation will be announced separately. Submittals will not be returned to the sender. Respondents will not be notified of the results of the Government’s review. 1.0 Introduction The National Guard Bureau’s Operational Contracting Division Contracting Office (NGB-AQ-C), 111 South George Mason, Arlington, VA 22204 is issuing this Sources Sought as a means of conducting Market Research to determine the availability of capabilities to perform Light to Heavy Equipment Maintenance and Inspections for the United States Air Force Training Detachment (USAFTD) Peace Vanguard in Marana, AZ. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 2.0 Description of Requirement The contractor shall furnish all labor, supervision, transportation, equipment, materials, parts, and incidental services necessary to perform comprehensive maintenance, repair, modification, and safety certification services. The service supports aviation ground handling operations, fleet maintenance, personnel/cargo transit, and aircraft maintenance safety for the Republic of Singapore Air Force (RSAF) AH-64 Apache helicopter flight training operations. The scope covers an estimated 150 pieces of equipment across the following categories: Robin Air ECS Carts: Refrigerant recovery, recycling, evacuation, and recharging units. Helicopter Heavy-Duty Diesel Industrial Tow Tractors: All-wheel-drive high-drawbar-pull diesel towing units. Diesel Light Towers: Portable, trailer-mounted diesel-powered industrial floodlight towers. Aircraft Tripod Jacks: Multi-stage vertical hydraulic stabilizers utilized for full fuselage lifting. Aircraft Box (Axle) Jacks: Low-profile hydraulic systems used for landing gear, wheel, and brake maintenance. Kawasaki Diesel Mules: Heavy-duty diesel utility task vehicles (UTVs). Mobile Platform Stands: Height-adjustable, rolling structural maintenance stands. Enclosed & Open Utility Trailers: General-purpose cargo and equipment transport trailers. Overhead Hoist Crane: Service, inspect, and load test overhead crane in the maintenance aircraft bay. 33x Sling Types: Certify and load test slings (wire rope, puller type, hoisting pins, lifting eyes, hooks). Logistical & Performance Constraints: Services are typically performed on-site via mobile service teams, or at the contractor’s authorized facility for depot-level rebuilds. The Government will NOT provide lift equipment (e.g., forklifts); the contractor must arrive fully equipped.. Mandatory annual load testing must be performed at 105% to 110% capacity for all tripod and box jacks. Technicians servicing Robin Air ECS carts must hold appropriate EPA Section 609 certifications. The estimated period of performance shall be from 31 October 2026 to 31 December 2028 (26 months). The contract type is anticipated to be Firm-Fixed Price. 3.0 Responses Industry is asked to provide feedback on the following: Contractors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this notice via a submission of an Executive Summary on 8.5" x 11" paper, no more than three (3) pages in length, using 12-point font. All responses must include: Name and address of applicant/company (Corporate/Principal Office), to include primary point of contact information (name, telephone number, and e-mail address). SBA Size Status. If 8(a), include Case Number, Entrance Date, and Exit Dates. UEI and CAGE Number. Governmentwide Acquisition Contract (GWAC) or BPA Number, if applicable. The Government is considering NAICS Code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a Small Business Size Standard of $12.5 Million for this effort. The anticipated PSC Code is J017 (Maintenance, Repair, and Rebuilding of Equipment: Aircraft Launching, Landing, and Ground Handling Equipment). The Government has determined this requirement to be commercial in nature. Capabilities and Relevant Past Performance: Provide no more than 3 projects your firm has performed that demonstrate relevant past performance of services similar to those needed for this requirement (mobile heavy equipment repair, jack load testing, etc.). Include contract numbers, scope of work, and value. Technical Capability Statement: Briefly explain your company’s ability to dispatch mobile mechanics to Marana, AZ, and your ability to perform 105%-110% load testing on aviation jacks.
