Regional Recreation Strategy Service

The Village of Pemberton needs a consultant to provide a regional recreation strategy service across three participating communities. The scope requires a coordinated recreation planning framework, demographic trend analysis, an inventory of existing amenities and services, an engagement strategy featuring digital tools and Indigenous engagement, high-level financial modeling with long-term maintenance projections, Class D cost estimates, and a final strategy with phased recommendations. Work will be performed offsite over a one-year contract term. Eligibility is limited to onshore Canadian vendors holding a valid Village of Pemberton business license, minimum $1,000,000 professional liability insurance, and WorkSafeBC clearance. Proposals must include an unaltered cover page, an executed Appendix A commitment form, and pricing options for individual phases or a comprehensive project cost. Proposals are evaluated based on completeness, experience, engagement strategy strength, capacity to perform, budget and fee structure flexibility, and overall value of service for the total price.
