Underwriting Services

The Metropolitan Washington Airports Authority seeks underwriters for the issuance of its Airport System Revenue Bonds and Dulles Toll Road Revenue Bonds. Underwriters will perform offsite work to support the Aviation Enterprise and Dulles Corridor Enterprise, managing the pricing, marketing, and distribution of debt, supporting bond structuring, and executing financing, credit, and investor outreach strategies. The buyer will form a Primary Underwriting Pool, a Secondary Underwriting Pool, and an Emerging Underwriters’ Pool to select syndicates for planned and future debt issuances. Only USA onshore organizations are eligible to bid. Bidders must submit questions no later than October 6, 2026. Bidders must submit proposals of at most twelve numbered pages using 10-point Times New Roman font and 1-inch margins, including a signed one-page Executive Summary and designated attachments. Syndicate selection will be evaluated based on firm experience and expertise with the specific financing structure under consideration. The pool contract term is three years with two one-year option periods exercised at the buyer's sole discretion. The buyer requests pricing proposals and proposed takedowns.
