Housing Needs Assessment Service

The Tri-County Regional Planning Commission seeks a qualified firm to provide professional services for a Regional Housing Needs Assessment across Peoria, Tazewell, Woodford, Mason, and Logan counties in Illinois. The requested scope includes conducting resident demographic studies, performing a housing needs analysis, and developing a housing needs strategy with specific goals, timeline strategies, priority levels, maps, and graphics. Eligibility is restricted to USA organizations, and the buyer invites minority and women-owned firms to submit proposals. Bidders must submit questions in writing to [email protected] by October 16, 2026, at 3:30 p.m. Searchable PDF proposals of no more than 15 pages are due digitally to [email protected] or by sealed physical submission to the Peoria office by noon on October 26, 2026. A selection committee will evaluate submissions using weighted criteria including background and prior experience (20%), project work program (20%), project capacity and schedule (20%), project management and team (20%), past performance (10%), transmittal letter (10%), and up to five optional extra points for additional strategies.
