Corporate Counsel and Governance Support Services

The Peoria Park District seeks a qualified law firm to serve as its Corporate Counsel and primary legal advisor. The selected firm will provide comprehensive legal advice on governance, board procedures, ethics, litigation, employment claims, compliance, and specialized legal matters. Performance of work occurs either onsite or offsite, and only onshore USA organizations are eligible to bid. Bidders must submit questions in writing to Purchasing Supervisor Nicole Staley by 10:00 a.m. CT on Monday, October 12, 2026. Proposals must be uploaded as a signed PDF file using the District's secure link by 10:00 a.m. CDT on Tuesday, October 20, 2026. Bidders must submit required standardized forms and certifications, including evidence of $1,000,000 professional, commercial general, business auto, and workers compensation liability insurance coverages. The District evaluates written proposals based on team qualifications, practical legal advice capabilities, legal work allocation experience, proposed fee structure, staffing approach, and overall value. Bidders must maintain firm pricing for at least sixty days following the proposal due date.
