Agency of Record Service

The Oil and Gas Corporation of Newfoundland and Labrador requires an accredited agency to provide Agency of Record services. The scope encompasses marketing consultation and planning, public relations, social media, creative development, brand and reputation management, research, media planning and purchasing, online and digital activities, designing websites, internet and social media strategies, and producing marketing materials offsite. Only onshore Canadian organizations are eligible to bid. Bidders must register for a vendor account on www.merx.com/govnl as a plan taker, but proposals must be submitted electronically in PDF format via email to the designated RFP Contact by October 23, 2026, at 4:00 PM NDT. Written questions must be sent electronically to the RFP Contact by October 9, 2026. Proposals are evaluated using a 100-point consensus-based scoring approach that includes evaluated criteria such as the proposed account team and pricing, which accounts for 25 points. The agreement features an initial term of up to three years, with potential extension options available to the buyer.
