Professional Engineering Services

The City of Hickory, North Carolina, seeks Statements of Qualifications (SOQs) from qualified professional engineering firms for on-call planning, evaluation, design, permitting, bidding, construction-phase, and related professional services for its water and wastewater systems. The scope includes water and wastewater master planning, capital improvement planning, asset management, risk and life-cycle analysis, and the development of feasibility reports, engineering documents, specifications, and bid packages. Only USA-based organizations legally authorized to provide engineering services in North Carolina are eligible to bid, and the work requires onsite performance. Bidders must submit questions by October 8, 2026, at 12:00 p.m. Eastern Time. SOQ proposals are due by October 30, 2026, at 12:00 p.m. Eastern Time, submitted as both a sealed hard copy and an electronic PDF. The City evaluates proposals based on firm and team experience (25 points), key personnel qualifications and continuity (25 points), project management and quality control (15 points), past performance and references (15 points), regulatory and funding experience (10 points), and SOQ quality (10 points). The contract term covers a three-year qualification period beginning on the agreement's effective date, with fees to be negotiated per assignment; no budget or fee information should be submitted with the SOQ.
