Assessment Administration Services

Bernalillo County requires EPA Brownfield Assessment Administration Services. The requested scope includes assisting with a site inventory, implementing environmental site assessments, performing site-specific cleanup and reuse planning, completing thorough Phase I and Phase II assessments, developing remediation scenarios, and performing area-wide planning activities. Offerors based in the USA are eligible to bid, and the work will occur offsite. Offerors must submit complete proposals electronically through the County's public purchasing portal by 4:00 p.m. Mountain Time on October 26, 2026. Prospective offerors may submit written questions via the portal until October 14, 2026, and a non-mandatory pre-proposal MS Teams meeting will occur on October 6, 2026, at 10:00 a.m. local time. The Selection Committee evaluates proposals out of 100 maximum points based on pass/fail mandatory requirements, demonstrated understanding of the scope, available resources and key personnel, and a cost response worth up to 25 points. The contract term lasts for one year, and the buyer is looking for cost proposals.
