Non-Functional Turf Case Study Service

The government authority in Utah requires a vendor to manage non-functional turf and conduct a technical and economic case study on a selected group of public or private institutions, such as university campuses, a municipal facility network, or a school district. Performance of the work will be offsite. Only onshore, USA-based organizations are eligible to bid. Bidders must submit questions through U3P no later than October 9, 2026. Proposals can be submitted digitally via email or online, and vendors must complete all submission requirements prior to the closing time. An evaluation committee will first review proposals for mandatory requirements and then score responsive technical responses using subjective criteria. Vendors meeting the minimum technical score threshold will advance to the cost evaluation stage, where the lowest proposed price receives maximum cost points. The buyer may conduct discussions and request best and final offers before awarding the contract to the highest-scoring vendor.
