The Housing Opportunities Commission of Montgomery County (HOC) requires banking services and a committed line of credit to support its affordable housing operations. The requested scope includes providing transactional banking services, account management, reconciliation services, technology tools, and assuming current outstanding loan amounts under the committed credit line. Responding banks must be FDIC members and maintain compliance with the Community Reinvestment Act, while eligibility is limited to onshore, United States organizations. Bidders must submit proposals electronically through HOC's OpenGov Procurement Portal by 2:00 p.m. on December 17, 2026, using the specified worksheets. A virtual and telephone pre-proposal conference will take place on October 6, 2026, at 11:00 a.m., and all questions must be submitted to the portal by 12:00 p.m. on November 10, 2026. An Evaluation Team will evaluate proposals based on a 100-point scale, heavily weighing credit lines, structure, flexibility, and pricing (25 points) alongside transactional service pricing (10 points). Only firms scoring at least 80 points will be considered for interviews, and top-ranked offerors may be asked to submit best and final offers before final approval by the Commission.
