IEP Meeting Facilitator and Trainer Services - Budget - Up to 50,000 USD

The Maryland State Department of Education seeks a contractor to develop, provide, and monitor Individualized Education Program (IEP) and Individualized Family Service Plan (IFSP) team meeting facilitators. The selected vendor must create a four-hour training course covering meeting facilitation, de-escalation, mediation, and IDEA statutory requirements, conduct trainings, contact local mediation centers to solicit volunteer facilitators, and deploy facilitators to support early conflict resolution. Only USA-based organizations with at least five years of experience working with LEAs, LITPs, public agencies, and families of children with disabilities are eligible. Bidders must demonstrate conflict resolution knowledge and meet additional mandatory qualifications to be evaluated. Submissions are due electronically via eMaryland Marketplace Advantage by October 1, 2026, at 2:00 PM. All written questions must be submitted to the Procurement Officer by September 29, 2026, at 2:00 PM.
