Rent Control Attorney Service

The Town of Guttenberg seeks requests for qualifications from USA-based law firms licensed in New Jersey to serve as a Rent Control Attorney. The selected vendor will provide offsite general counsel and litigation services to the Town’s Rent Control Board, including conducting legal research, representing the Board in courts and administrative forums, reviewing applications, drafting resolutions and ordinances, and attending meetings. To be eligible, candidates must demonstrate significant experience representing New Jersey municipalities and Rent Control/Leveling Boards. Law firms must provide proof of business registration with the New Jersey Division of Taxation prior to contract award and submit required compliance forms, including an Affirmative Action Notice, Non-Collusion Affidavit, and Iran Investment Activities Disclosure. The Town evaluates proposals based on criteria such as board representation experience, staff qualification, cost competitiveness, cost details including hourly rates, and the cost required to familiarize the attorney with board matters. The contract term runs for one year, starting January 1, 2027, and ending December 31, 2027.
