State Legislative Consultant Service

Island Transit seeks Statements of Qualification from qualified firms to provide offsite state legislative consultant and lobbying services before the Washington State Legislature and state agencies. The selected consultant must proactively engage state officials to protect and advance public transportation services, secure funding, provide research and professional advice, and respond to regulatory developments impacting the agency. Primary personnel must demonstrate six years of proven lobbying experience and current Washington State lobbyist registration, while the business must be an onshore USA organization with experience lobbying for similar governmental entities. Bidders must submit questions in writing via Beacon Bid by October 9, 2026, at 4:00 PM PT. Final proposals are due electronically through Beacon Bid no later than October 26, 2026, at 1:00 PM PT. An evaluation committee will assess responses based on criteria including qualifications, relevant lobbying experience, and demonstrated success.
