Environmental Permitting Services

The Urban Flood Safety & Water Quality District seeks written proposals from qualified vendors to provide environmental permitting and code compliance services on an on-call, task order basis. The selected contractor must review projects, navigate state, federal, and local permitting processes, prepare permit applications, collect GIS data, conduct impact analyses, and incorporate requirements into budgets and risk assessments. USA organizations are eligible to bid, and pre-qualification is not required. Bidders must submit proposals electronically through OregonBuys by 2:00 P.M. PST on October 30, 2026. Bidders must submit all questions to the OregonBuys Q&A Tab or direct them to Contract Administrator Nicole Handley by October 16, 2026, at 4:00 p.m. An Evaluation Committee of at least three individuals will independently evaluate Phase 1 written proposals using the specified Evaluation Criteria. The District may also conduct and score interviews with top-ranked proposers, then sum the written and interview scores to determine a final score for each proposer.
